1991, Lawrence, Douglas Co, KS, Fort Leavenworth Escapee

Lawrence Journal-World (KS) - March 13, 1991

A 27-year-old escapee from the U.S. Military Disciplinary Barracks in Fort Leavenworth who was arrested Tuesday in Lawrence may have come here because of the city's reputation as a haven for "people who are down on their luck," authorities reported this morning. Donald W. Goff Jr., who was convicted in 1988 of murdering his 9-week-old son, was arrested about 5:30 p.m. Tuesday by federal marshals at the Salvation Army Safe House, 924 N.H. Pete Nagurny, chief deputy U.S. marshal in Topeka, said this morning that Goff rode from Fort Leavenworth to Fort Riley in a truck carrying laundry. After arriving at Fort Riley, he got out of the truck and walked to a bus stop in Junction City. He purchased a ticket to St. Louis, Nagurny said. But he then befriended a transient who told him several Lawrence agencies provide free food and lodging for "people who are down on their luck." Goff traded his ticket to St. Louis for a cheaper pass to Lawrence and boarded a bus along with the transient,

Nagurny said. GOFF ARRIVED in Lawrence about 2 a.m. Friday and stayed in a local motel for the remainder of the morning. After checking out of the motel Friday, he went to the Salvation Army Emergency Shelter, 946 N.H. Richard A. Heffron, the deputy U.S. marshal who was the head investigator in the case, learned from an employee of the Junction City bus station that Goff had come to Lawrence along with the transient. Tuesday afternoon, Heffron notified local law enforcement officials that Goff had come to Lawrence. He then spoke with Jeannie Blankenship , director of homeless services for the Salvation Army, and learned that a man calling himself "Frank L. Johnson" had checked into the emergency shelter Friday. Heffron showed Blankenship a photograph of Goff, but Blankenship could not identify the man. After visiting Blankenship , Heffron went to the Lawrence bus depot, where he showed the depot operator some photos of Goff. The operator, Heffron said, identified the man in the photos as "Frank L. Johnson." Heffron, who had learned that "Johnson" had been invited to eat supper at the Safe House Tuesday, returned to the house and saw Goff through a window. HE THEN helped assemble about 15 marshal's deputies, Lawrence police officers and Fort Leavenworth military police who entered the house and arrested Goff without incident. Blankenship said that although she tries to stay abreast of news about fugitives, she did not know Goff was on the loose. During Goff's stay in the emergency shelter, she said, he did nothing to make anyone suspect he was wanted by authorities.

Heffron said he's not entirely sure why Goff came to Lawrence. Heffron said authorities know Goff eventually wanted to travel either to Alabama or Virginia, where he had family members. Heffron said he had heard that Goff came here because of the community's receptiveness toward transients but also had heard that Goff may have simply been trying to conserve money by trading in the more expensive ticket to St. Louis. Blankenship said she heard that Goff was staying in Lawrence simply because this is where he ran out of money. She said she hopes local residents will not blame social service agencies in Lawrence for attracting criminals. "I think it's pretty sad," she said of the concern. "It's a pretty stupid statement." SHE SAID 87 percent of the people in the shelter and the Safe House during the past three months were here because family members live here or because Lawrence was their former home. She said the majority of the other 13 percent come here trying to find a job. Goff escaped Thursday by hiding in a laundry truck, a Fort Leavenworth spokesman said. His prison uniform was later found in a laundry truck at Fort Riley. He walked from Fort Riley to Junction City, and took a bus to Lawrence. Goff, of Huntsville, Ala., was convicted of murder in an Army court-martial in Germany in 1988 and sentenced to life in prison. He was transferred to Fort Leavenworth and his sentence later was reduced to 40 years. He had been confined in the barracks' maximum-security area.

1991, Wichita, Sedgwick Co, KS, Obituary

The Wichita Eagle, (KS) - February 24, 1991

For 24 years, since its opening in 1967, thousands of Wichita Area Girl Scouts have laughed and played during their summer visits to Camp Wiedeman, near Beaumont. One white-haired gentleman in particular received almost as much joy from their summer adventures as the girls did. Glenn E. Russell's four daughters were active in the Girl Scouts and before he knew it, he was, too. Elected president of the area board in 1961, he was the first man to hold the position, but his selection did not surprise those who knew him. ''He was a pushover for little girls," said Jayne Smith, who for 30 years was the executive director for the Wichita Area Girl Scouts. "He had a very gentle, quiet manner about him."

Mr. Russell died Friday after a long illness, which followed two heart attacks last summer. He was 74. A successful businessman, the former Bank IV senior vice president for loans retired in 1979 after 40 years at the bank. Colleagues described him as a gentle person who knew how to turn someone down for a loan without hurting their sense of dignity. ''He balanced the right decisions with human relations as well as anyone I've ever known," said Jordan Haines, the Fourth's chairman and chief executive officer. The combination of Mr. Russell's banking experience, personal skills and his involvement with his children were what conviced Smith to draft him for the scouting position. Smith said he led the local scouting program from having a "cookie jar approach," to one that was more professional and able to launch huge projects like Camp Wiedeman. ''It benefited us greatly," Smith said.

Mr. Russell's only son, Dennis Russell, is a banker in New York City. He said the lessons his father taught him have been a model to live by. ''He wasn't the greatest sportsman in the world," Dennis Russell said. "His face wasn't on the cover of Fortune magazine, but he was fair and honest."

Active in various community organizations, Mr. Russell was president of the St. Joseph Hospital board of directors, to which he belonged for 21 years, was director of the Wichita Chamber of Commerce, was president of the local chapter of the National Conference of Christians and Jews, and was head of the building fund for St. Thomas Aquinas Church.

Mr. Russell's survivors include his wife, Thelma; his daughters, Ruth Howard and Alice Bloom, both of Wichita, Janet Grosdidier and Glenda Flanagan, both of Kansas City, Kan.; his son, Russell, of New Rochelle, N.Y.; a sister, Dorothy Blankenship , of Phoenix; and 17 grandchildren. A rosary for Mr. Russell will be said at 5 p.m. today at Downing & Lahey Mortuary.

His funeral service will be at 10 a.m. Monday in St. Thomas Aquinas Church.
